Becoming Thane of Markarth just isn't happening. I've copied the list below from a wiki and marked the quests I've completed with an "x". I'm Level 28 and I'm told I needed to do 5 triggers from the list below and I've done 7 and still the Jarl says to be good to his people and he'll reward me.

Speak to the jarl and he will likely give you a quest that will lead you to thanedom. You can see requirements for being a thane at UESP.
